Imagine you have a new student, a Spanish-speaking English Learner. If you only test him in English, all you may know is that his score—at least in English—is way below grade level. You might conclude he needs remedial classes or special education for intensive skill instruction.
However, if you also assess him in Spanish, you may see his skill level is very high—he simply lacks the ability to demonstrate those skills in English.
