Comprehensive Literacy State Development Grants

The goal of the Comprehensive Literacy State Development (CLSD) grant program is to advance literacy skills—including pre-literacy skills, reading, and writing—for students from birth through grade 12.

Grants under the this competition were awarded in 2019 to state educational agencies in Alaska, Arkansas, California, Georgia, Hawaii, Louisiana, Kentucky, Minnesota, Montana, New Mexico, North Dakota, Ohio, and Rhode Island and in 2020 to state educational agencies in Arizona, Colorado, Florida, Louisiana, Massachusetts, Michigan, Missouri, Tennessee, Texas, Washington, DC, and Wyoming. These states must hold competitions to award subgrants to local educational agencies and early learning providers.
