Each state will hold a competition to award subgrants to districts and early learning programs. At least 15 percent of the funds must be used to serve children from birth through age 5, while 40 percent must be used to serve K–5 students, and 40 percent must be used to serve students in middle and high school.

The US Department of Education has awarded five-year Comprehensive Literacy State Development (CLSD) grants to 23 states and the District of Columbia.
What is the Comprehensive Literacy State Development grant program?
The goal of the Comprehensive Literacy State Development (CLSD) grant program is to advance literacy skills—including pre-literacy skills, reading, and writing—for students from birth through grade 12. Emphasis is placed on disadvantaged children, including children living in poverty and children with disabilities.
CLSD grants have been awarded to: Alaska, California, Colorado, District of Columbia, Hawaii, Iowa, Kentucky, Louisiana, Maryland, Massachusetts, Missouri, Montana, New Jersey, New Mexico, Nebraska, North Dakota, Ohio, Oklahoma, Oregon, Rhode Island, South Dakota, Tennessee, Virginia, and Wyoming.
